Avendell HOA Board Meeting, April 14, 2026 Summary: As posted to FB by Chip Acker
The board met with representatives of Town and Country for our regularly scheduled, quarterly meeting at 6 pm on April 14, 2026.
We currently have 4 neighbors who volunteer their time to serve on the board and keep the business of Avendell HOA in compliance with local and state laws and ordinances. We do have 1 open seat on the board that we would like to fill. If you would like to be considered for this position, please email us at AvendellHOA@gmail.com.
Your 2026 board continues to be committed to managing the HOA to the standards that are defined in our Covenants and Restrictions. This year, we asked Town and Country to send out a preliminary, 30-day notice before the first inspection so that everyone would have time to address any known issues. We also asked T&C to help us identify items that could pose safety issues or create negative property values and to use that as a guide for issuing violation letters. We have new representatives, who have a fresh perspective, so it could be that areas that were not addressed in the past might come up now. We ask that you take care of the violation in a timely manner. As always, if you believe the violation is in error, or if you need more time to do the work, simply contact T&C to discuss your options. We’ve asked them to work with members to resolve items as quickly as reasonably possible.

Meeting Notes -
General Business:
2 members attended the meeting and participated in the open forum portion to discuss HOA communications and/or property violations
Financial balance sheets were approved through the end of February
A work order was put in for 2 street lights on Coppermine last week. We confirmed that 1 of those was repaired and believe the other was also repaired, but we will confirm after dark
Pool repairs are mostly completed. Once the final punch list is done, we will have a DHEC inspection and plan to open on May 2, if all is approved.
We will get a quote to cut back some of the underbrush around the bridge on Avendell. If the prices are acceptable, we hope to clear out some of that area.
We received a report of a light out on the monument sign, and we will be making any necessary repairs
General Discussion and ideas (left open for discussion - no final decisions have been made):
We have a large percentage of members who are delinquent on their annual assessments. We are looking into stiffer penalties for late payments to include higher financial penalties and delayed access to neighborhood amenities, based on when the account is brought up to date. No decision was made at tonight’s meeting.
The trend of late assessments over the past few years could create a delay in the 2026/2027 plan to complete the pool updates. Currently, we plan to have major work done on both pools in November of 2026, with a deferred payment until February of 2027, to give time for assessments to come in. Since we have so many members who are paying late, we may have to wait until all money is received before starting the pool updates, which means work will start in April or May of 2027 and will delay the pool opening until late summer of 2027. We would rather that the assessments are paid on time so we don’t miss a large portion of the pool season next year.
We also have a few neighbors who have outstanding balances for unpaid fines and/or assessments. Once these accounts exceed a certain amount, we will authorize T&C to file liens on the property (meaning the property can’t be sold, refinanced, or have an equity line without satisfying the lien), and/or put the member into collections (which means reporting to credit agencies), and/or foreclose on the property (only in extreme cases). Every property owner agreed to the terms of the community covenants when they bought their home and signed the closing documents. Our neighborhood is built out and established enough to now catch up on the accounts that have enjoyed the amenities without paying for them.
Reminder of our policy that is currently in effect: If you have an outstanding balance on your account, your access to amenities will be paused until your account is resolved. This includes use of the pool, any activity at the Clubhouse, and the ability to vote on any matter from the HOA. If you are in violation and are seen in the pool area or any common areas, you can be considered as trespassing, which could result in an official trespass notice from Anderson County law enforcement.
We also want to remind everyone to be courteous to their neighbors. We’ve had recent complaints about cars being parked in the street. Please be reminded that this is a safety issue for emergency vehicles and school buses, in addition to being an inconvenience to those who have to navigate around your vehicle. Other complaints involve exterior lighting that spills over to your neighbor’s property. Please be kind and do your best to focus the lighting away from your neighbor’s property, and especially their windows.
Thank you for allowing us to serve you. We do understand that the vast majority of our HOA members keep their property and neighborly interactions well above expectations. We will continue to work towards all members being in compliance. As always, we welcome your constructive comments and ideas.

Please be reminded that our first HOA board meeting is was Tuesday, January 20 at 6pm. All HOA members are were invited to attend.
We will have a short open forum for homeowners to ask questions or present ideas at the beginning of the meeting.
Our agenda for this meeting includes:
- Review and closing 2025 financials
- Review 2026 budget
- Introduction of our new Property Manager, Tashonda McCray
- Review of all vendor contracts
- Awarding bids for pool equipment renovations and/or annual maintenance
- Discussing any upcoming common area repairs (sprinkler system needs some attention)
- Executive session to discuss outstanding violations and non-compliance issues (board only portion)
During the board election cycle for the 2026 board, we received no interest from HOA members to run for vacant board seats. Per our bylaws, the 2025 board appointed new board members while we still had a quorum to do so.

Avendell HOA Update 10/21/2025
Thank you to those who attended the Avendell HOA Annual meeting. We had some good conversations and hopefully were able to answer questions and concerns to everyone’s satisfaction. We understand that not every issue can be resolved by the board, but we are here to help however our position allows.
The new budget was approved and does include a $100 increase in annual assessments, taking our new annual fee to $525 per member. This decision was not easy and was thoroughly researched to determine the correct amount of the increase. We have used the Reserve Study as a guide for budgeting and believe this is the best option for Avendell. Obviously we can’t predict the future, but based on the information available to us this year, we feel like we will not have to do another increase for several years. The new assessment of $525 is significantly less than most neighborhoods of our size, with our amenities. The neighborhood that is most comparable (similar number of homes, lazy river, pool and clubhouse) has annual fees of $700 per member, so we feel like we’re running things very responsibly and lean. Many of the neighborhoods in our area charge annual fees of $500 or more and do not have a pool and/or clubhouse.
We are planning to replace pool pumps and filters in the spring of 2026 and will schedule a resurface of the pool in 2027.
We were also able to trim several budget line items and keep the 2026 expenditures very similar to the 2025 budget.
One of the items the Board wanted to mention to the neighborhood at large is that the roads are maintained and under the jurisdiction of Anderson County, not private roads. As such there are limits on what we can do in terms of enforcing parking rules.
That being said, some concerns were raised on vehicles parking on the street for extended periods or restricting access for emergency vehicles, large trailers, and school buses.
Please be conscientious of parking as close to the curb as is reasonable, and make sure you aren’t so close to another vehicle on the other side of the street that vehicles cannot pass.
Here are some Anderson County rules on street parking that we think are good reminders for the neighborhood:
General prohibitions
• Blocking driveways: You cannot park in front of a public or private driveway.
• Fire hydrants: Maintain at least 15 feet of clearance from a fire hydrant.
• Crosswalks and intersections: Do not park within 20 feet of a crosswalk at an intersection.
• Traffic signals: Stay at least 30 feet away from flashing signals, stop signs, or traffic-control signals.
• Signs: Do not park where signs prohibit it.
Again, we are not here to be traffic police, just wanted to send out a reminder.

Avendell HOA Update 9/16/2025
The HOA Board just met to begin the process of budgeting for the 2026 budget year. Each board member takes this responsibility seriously and we have been getting quotes to make sure we are being good stewards of your membership assessments. We look at everything from internet service, phone service (required by DHEC), pool cleaning and maintenance, management companies, janitorial services, trash pickup, lawn care, and more. We have made several vendor changes during this calendar year, resulting in savings to our current budget, but we have also had some unexpected expenses that have wiped out those savings.
At the beginning of 2025 we all received an assessment increase so that we could have the budget needed to manage the business of the Homeowner’s Association. As we look toward 2026, we are facing increased costs and potential for higher assessments and/or special assessments due to our aging amenities. In our bidding of the pool contract, multiple vendors indicated that our equipment was failing, plus the pool surfaces and tiles will need attention prior to opening the pool in 2026. Preliminary estimates for this work could reach $50,000.
I know this is not news that anyone wants to hear. However, in 2022 we had a reserve study done to help us budget accordingly to prepare for these types of situations. According to the study, we should have about $47,000 in our reserve account for 2025. Unfortunately, the first steps towards reaching this goal was not implemented until the 2025 budget year, putting us way behind in our fiscal responsibility. Currently we have about $11,000 in our reserve account. This means, to be in line with our 2026 reserve goals and make necessary repairs, we could be as much as $75,000 to $90,000 short going into 2026.
Most people will respond to this, as I did, and try to affix blame, but this is not the time to look backwards. Instead we need to respond with creative, constructive solutions. Pulling out the proverbial “pitch forks and torches” and pointing out the problem is easy. However, finding a path forward will require patience, wisdom, and cooperation to keep our neighborhood operating with excellence.
That being said, we will have 3 open board positions for 2026. If you would like to be part of the solution, we invite you to step up and help lead the efforts to get things back on track. You should have received an email from Town and Country a few weeks ago with an appeal for candidates. We have also asked them to send a reminder email out this week. Please take time to fill out the forms and add your name to the ballot for the upcoming HOA elections.
